19 Amendment Proposals to the Electronic Commerce Bill

Kathmandu. 19 amendments have been proposed to the Bill, 2080, which was passed by the National Assembly and came to the House of Representatives to make arrangements for electronic business.

The bill has now reached the Committee on Industry and Commerce and Labor and Consumer Interest under the House of Representatives for discussion. Today, the committee discussed with experts and stakeholders in the electronic business sector and collected suggestions.

Since the purchase and sale of goods and services through electronic commerce is increasing in the country, the Ministry of Industry, Commerce and Supply has taken this bill to the Parliament to promote and manage the transactions through electronic commerce.

Chairman of the Industry Committee, Abdul Khan, said that since e-commerce is very necessary in the country for job creation, easy supply of goods and services, export promotion, it needs to become a law for regulation and monitoring.

In today’s meeting of the committee, MPs Dolprasad Aryal, Mahendra Bahadur Shahi, Raju Thapa, Surendra Raj Acharya, Ganesh Parajuli, Amrita Agrahari, Hemrai Rai and others presented suggestions.

There was a discussion on issues such as consumer fraud while purchasing goods and services through the online medium, failure to guarantee the price and quality of the goods, failure to make transactions objective and failure to join the tax system. Likewise, the businessmen involved in the e-commerce sector have also expressed the opinion in the committee that due to the lack of laws, it is difficult to manage business conducted through electronic media.

Parliamentarians Manish Jha, Damodar Poudel Bairagi, Madhav Sapkota, Narayani Sharma, Durga Rai, Vidya Bhattarai, Laxmi Tiwari, Nisha Dangi and others have proposed amendments to the bill. Likewise, MPs Gagan Kumar Thapa, Badri Prasad Pandey, Jeevan Pariyar, Pratima Gautam, Kusum Devi Thapa and Sita Mizar have jointly submitted the amendment proposal.

Mahesh Kumar Bertaula, Achyut Prasad Mainali, Narayan Prasad Acharya and Chandra Bahadur Biswakarma have also jointly submitted amendments. MPs Ganesh Parajuli, Asim Shah, Dr. Tosima Karki, Raghuji Pant, Pradeep Paudel, Rama Koirala, Maina Karki, Kantika Sejuwal, Deepa Sharma, Sobita Gautam, Shishir Khanal and others have proposed amendments to the bill.
