Madagascar launches safeguard investigation on paints

In the notification Madagascar indicated, among other things, as follows (provisional English translation):

“All persons having substantial interest and wishing to be considered as interested parties in this investigation must make themselves known and may request a questionnaire from the ANMCC, the authority in charge of the investigation, within 30 days of from the start of the investigation. Responses to the questionnaire, comments and relevant information must reach the ANMCC no later than 12 July 2022.

Where information requested from interested parties in this investigation is not provided within the time allowed, decisions will be made on the basis of the best information available. The same applies to incorrect or incomplete information.

What is a safeguard investigation?

A safeguard investigation seeks to determine whether increased imports of a product are causing, or is threatening to cause, serious injury to a domestic industry.

During a safeguard investigation, importers, exporters and other interested parties may present evidence and views and respond to the presentations of other parties.

A WTO member may take a safeguard action (i.e. restrict imports of a product temporarily) only if the increased imports of the product are found to be causing, or threatening to cause, serious injury.
