World Bank Group and the Global Fund Join Forces to Strengthen Health Systems and Expand Sustainable Health Financing

Washington, D.C. / Geneva, 6 December 2025 – The World Bank Group and the Global Fund to Fight AIDS, Tuberculosis and Malaria have signed a Memorandum of Understanding (MoU) to help developing countries build stronger, more resilient health systems and secure sustainable financing for primary health care and the fight against HIV, tuberculosis, and malaria.

Working together, the two organizations plan to mobilize at least US$2 billion over the next three years in joint financing, aligned with country priorities, to strengthen primary healthcare and expand access to essential services.

The partnership will boost progress toward the World Bank Group’s goal of helping countries provide quality, affordable health services to 1.5 billion people by 2030, and advance the Global Fund’s mission to end HIV, TB, and malaria and reinforce health systems worldwide.

Since announcing its goal in April 2024, the World Bank Group and partners have helped countries reach 375 million more people with quality, affordable care. Work is now underway to scale proven primary care approaches that strengthen health outcomes while generating employment across health workforces, local supply chains, and supporting industries.

“Healthy people fuel thriving economies,” said World Bank Group President Ajay Banga. “Through this partnership with the Global Fund, we’re aligning efforts for greater impact, helping countries strengthen primary healthcare systems that create jobs, drive growth and build long-term resilience across the health sector.”

“Strengthening health systems at scale requires sustained investment, smart financing, and true partnership,” said Peter Sands, Executive Director of the Global Fund. “This renewed partnership combines the Global Fund’s expertise in delivering impact on the ground with the World Bank Group’s leadership in sustainable financing. Working hand-in-hand with countries, we can unlock the resources, capabilities, and innovations needed to protect people’s health and drive long-term development.”

The World Bank Group and the Global Fund have been collaborating since 2017, supporting countries through investments with joint finance. The new MoU will deepen joint investments and better align external financing with government-led health priorities. Central to this will be national country compacts—government-led agreements that coordinate partners around shared health priorities, financing needs, and accountability frameworks.

The MoU will enhance cooperation in three key areas: affordable health services, sustainable financing, and reliable access to quality-assured health products.

First, the partnership will help governments to strengthen sustainable financing, public financial management, and integrated primary health care, by aligning external funding with national health plans. Second, it will bolster procurement systems, supply chains, and regional manufacturing, by expanding sustainable production capacity, improving access to quality-assured health products, and strengthening regulatory and supply chain. Third, it will support stronger health systems and health security, by strengthening health workforce capacity, data and surveillance systems, laboratories, and the delivery of essential services across HIV, TB, malaria, and maternal and child health.
