The Ujyala Nepal Party, chaired by Kulman Ghising, unveiled its March 5 election manifesto, outlining seven major plans aimed at transforming Nepal’s economy, infrastructure, and social services.

Boosting electricity production

The manifesto emphasizes ending load shedding and accelerating electricity production. The party aims to generate 12,000 MW of electricity by 2030 and expand hydro, solar, and wind energy with a focus on renewables. It also plans to increase installed capacity to 25,000 MW by 2030, make domestic consumption cheaper, and position Nepal as an energy-exporting nation.

Free education and health services

The party pledges free education up to university level and the establishment of at least one health center in every local level. By 2030, the party plans to allocate 10 percent of the budget to education and 9 percent to health, while ensuring specialist doctors are available in rural municipalities and municipalities.

Job creation

The party aims to generate 900,000 new jobs by 2030, creating 180,000 jobs annually in agriculture, tourism, energy, and manufacturing sectors. A startup fund will target youth and returnees from abroad to reduce unemployment to below 8 percent.

Revolutionary reforms in agriculture

The manifesto promises direct subsidies and free electricity to farmers, doubling agricultural production by 2030, and promoting organic farming. Digital ID cards for farmers, improved market systems, and expanded irrigation covering 300,000 hectares in Terai and hilly regions are also planned.

Tourism development

Ujyala Nepal aims to attract 3.5 million tourists by 2030 through religious, adventure, and eco-tourism, developing new destinations, expanding international airports, and improving road networks. The party targets annual tourism revenue of Rs 100 billion.

Strict anti-corruption measures

The party has promised zero tolerance for corruption, proposing life imprisonment for corrupt officials along with asset confiscation. Government services will be digitized for transparency, and the Commission for the Investigation of Abuse of Authority (CIAA) will be strengthened and made independent. Ending corruption and establishing good governance are central to the manifesto.

Economic growth

The party has declared 2030–2035 as a “development decade,” aiming for a 9 percent economic growth rate, raising GDP to $700 billion, and reducing poverty below 15 percent. Investments in energy, infrastructure, and technology will drive these goals.
